The CCU is governed by By-law 2017-015 – By-law establishing the Planning Advisory Committee, and continues to act in accordance with the provisions of the Municipal Planning Program. Without requiring an immediate review of this by-law or interfering with its overall responsibilities under Section 5 of Chapter II of the by-law, Council expressly assigns the CCU the following mandate for the 2025–2029 period:
a. Make any recommendations on specific orientations that Council may request to be considered prior to the revision of existing planning by-laws;
b. Assess the relevance of the current planning by-laws that provide a better framework for cottage and recreational development in the municipality, and make recommendations to Council regarding opportunities to expand their scope;
c. Assess the relevance of Section 18 – Fee Schedule, of By-law 2017-011 on permits and certificates, and, based on criteria such as actual processing costs, nature and complexity of work, additional assessments due to environmental or heritage requirements, and alignment with current practices, make recommendations to Council regarding the need to amend these fees;
d. Make recommendations to Council on any additional environmental protection measures the municipality could adopt to improve the water quality of our lakes and rivers;
e. Provide recommendations to Council on any matter submitted to it or that it deems relevant regarding the municipality’s biophysical environment; and;
f. Assess the upcoming flood risk zone map to be established by the Government of Québec by 2028, and make recommendations to Council regarding the relevance of this map in relation to the municipality’s flood-prone areas.

The Committee shall establish its own internal rules of procedure.
The Mayor may attend any Committee meeting without having voting rights.
The purpose of the Committee is to make, by resolution of Council, recommendations on any matter relating to the various municipal services, including waste collection, road maintenance, septic tank pumping, fire protection coverage, police services, and social services. In the short term, the Committee will focus on the following:
a. Provide, before 2027, recommendations that could lead to a possible revision of the residual materials management program (PGMR) adapted to the diversity of sectoral needs within the municipality. In accordance with the Municipal Powers Act and the Government of Québec’s modernized selective collection project, its recommendations must be formulated taking into account the following factors:
The choice of collection container types and their placement based on territorial organization factors that differentiate the various sectors of the municipality and influence collection, such as the type and condition of roads, accessibility to potential collection sites in all seasons, and the proximity of serviced residences to these sites;
The collection potential on private roads;
Collection frequency;
Availability of service providers and their equipment;
Costs;
b. Based on a comprehensive inventory of all municipal roads conducted by the general administration, defining their designation (public or private), condition, maintenance responsibilities, and estimated annual costs, provide, before June 2027, recommendations to Council on any changes to:
Municipal responsibility for publicly owned roads;
The transfer or municipalization of private roads;
The assumption of municipal responsibility for winter maintenance of private roads and the distribution of associated costs;
c. In parallel, make any recommendations to Council regarding the relevance, feasibility, and added value of By-law 2023-03;
d. Make recommendations on the relevance of promoting long-term social development within the municipality.

The purpose of the Committee is to provide any recommendations to Council that may lead to concrete directives to the general administration aimed at optimizing transparency in municipal administration.

The Mayor may attend any Committee meeting without having voting rights.
The Committee Chair shall be a member, along with the Mayor and the Director General, of the intermunicipal committee governing the Mayo–Mulgrave-et-Derry Fire Safety Service (SSI).
Primary responsibility for the development of civil safety and public works plans rests with the Director General. The purpose of the Committee is to provide recommendations to Council regarding civil safety and public works, with priority on the following matters:
a. The viability and relevance of the municipality’s current civil safety plan;
b. Prior to Council adoption of public works plans developed by the Director General and any modifications during implementation, recommendations will aim to inform Council on the relevance and financial feasibility of these plans in relation to its long-term vision and short- and medium-term objectives;
c. The relevance of municipal involvement in the Mayo–Mulgrave-et-Derry Fire Safety Service.

The Finance Committee shall formulate recommendations to Council on the development of a financial vision based on the Council’s overall vision, which will lead to a directive to the Director General for the development of a long-term financial plan.

The Committee shall operate as follows:
a. Make any recommendations to Council regarding the proper functioning of the municipal library;
b. Monitor cultural projects and activities within the municipality and make recommendations to Council regarding possible municipal financial support, as well as the occasional presence and involvement of elected officials at such events;
c. Monitor any recreational activities held within the municipality and make recommendations to Council regarding the relevance of municipal financial support and the presence of elected officials at these activities;
d. Make recommendations to Council on any future cultural development projects for the benefit of the municipality’s citizens;
e. Coordinate with the municipal website administrator on the development of an informative “Culture and Recreation” page through which citizens can be properly informed of developments in these fields and of proposed activities. The Committee shall ensure that this page is regularly updated.
